Established in 1928, the East Bay Community Foundation was the first community foundation in northern California. As of FY 2013-14, the foundation had more than $395 million of assets under management. Through its Economic Development grant program, the foundation aims to advance economic opportunity for adults and families in need, particularly those with significant barriers to employment and financial stability. In April 2014, the foundation released its second report on unemployment, which outlined solutions for persistent unemployment among East Bay residents and highlighted the value of leveraging jobs through anchor institution contracting and procurement among other strategies.
