Milwaukee Opportunities Restoring Employment (M.O.R.E.) Ordinance

Adopted in 2009, the Milwaukee Opportunities Restoring Employment (M.O.R.E.) Ordinance aims to support local businesses and ensure City development projects receiving more than $1 million in government assistance create jobs for Milwaukee residents. Specifically, it requires that construction projects employ unemployed or underemployed residents for at least 40 percent of the total work hours, and that 25 percent of City development and public works contracts are awarded to “emerging business enterprises,” defined as small businesses owned by individuals at “a disadvantage.” The ordinance also awards additional points to local enterprises bidding on City contracts.
